The Parisian police do not encourage playing music on the streets and according to a law that was passed in 1989, performing on the street and playing music is illegal. Nevertheless, street performers manage to pop up at places such as Rue Mouteffard, Sacre Coeur, Place Vosges and the law turns the other cheek. Then again there are the ever present roaming musicians in the metro cars serenading commuters who rarely crack a smile or respond.
